BAGHDAD — Three female suicide bombers killed at least 28 people and wounded 92 in Baghdad on Monday as Shiite pilgrims flooded into the Iraqi capital for a major religious event, police said.

In the northern oil city of Kirkuk a suicide bomber killed at least 16 people and wounded 112 others at a demonstration against Iraq's provincial elections law, the U.S. military said.

The attacks underscored the fragility of recent security gains in Iraq, where violence has fallen to four-year lows.

There was no immediate claim of responsibility for the Baghdad blasts, but al-Qaeda has often targeted Shiite pilgrims taking part in religious events in Iraq. It considers Shiism – the majority Muslim denomination in Iraq – heretical.

“These blasts that happened today will increase our determination to finalize the ceremony of this visit and defeat terrorism,” said pilgrim Taher Abd-Noor.

Prime Minister Nuri al-Maliki has increasingly urged foreign dignitaries and companies to come to Iraq in recent months, citing a rapidly growing army that has been able to keep the peace with minimal U.S. backup.

The apparently co-ordinated explosions in Baghdad shattered months of relative calm in the city, and took place despite a heavy security clampdown ahead of the annual Shiite pilgrimage to the Kadhamiya shrine in the city's northwest.

At least one million people are expected to take part in the pilgrimage, which peaks on Tuesday and marks the death of one of Shiite Islam's 12 imams. Security officials said improved security would boost visitor numbers compared to previous years.

The U.S. military said it was possible that three suicide bombers had carried out the attacks, but did not specify whether they were women.

Al-Qaeda has increasingly used women to carry out suicide attacks because they can often evade the more stringent security checks applied to men. Women have carried out more than 20 suicide attacks in Iraq this year.

Reuters television showed police, firemen and other workers washing blood and clearing debris from the street at the scene of one of blasts. A Reuters witness saw workers collecting pieces of flesh and body parts.

The blasts occurred near the Karrada district in central Baghdad, an area many pilgrims would pass through on their way to the shrine. Gunmen killed seven pilgrims in southern Baghdad on Sunday as they made their way to the shrine on foot.

In Kirkuk, Kurdish television footage showed thousands of people demonstrating against Iraq's provincial elections when an explosion prompted a rush for cover.

A Reuters witness said there was a stampede as police started to shoot into the air.

Tensions have been in high in the disputed oil-rich city ahead of provincial elections scheduled to take place this year.

“Our preliminary reports are indicating a person-borne improvised explosive device detonated in Kirkuk ... killed 16 local nationals and injuring 112,” the U.S. military said in a statement.

Mosques called for people to donate blood, the Reuters witness said, adding that he had seen two badly burned bodies.

Kurds in the ethnically mixed city say it should belong to the largely autonomous Kurdistan region, but Arabs want it to stay under central government authority.

Last week, Iraqi President Jalal Talabani rejected a provincial election law as unconstitutional after Iraq's Kurdish lawmakers boycotted the parliament session that ratified it.

The law would have postponed voting in Kirkuk and it included an article carving out fixed seat allocations to each ethnic or sectarian group.

Sunni-Islamist al-Qaeda has exploited ethnic fault lines in Iraq's north, where it has regrouped after being forced from its former strongholds in Baghdad and Iraq's West.

Although on the back foot, the U.S. military has said it expects insurgents to attempt high-profile attacks to grab media attention and show they are still a potent force.

The Sirius Star -- a crude "super tanker" flagged in Liberia and owned by the Saudi Arabian-based Saudi Aramco company -- was attacked on Saturday more than 450 nautical miles southeast of Mombasa, Kenya.

The crew of 25, including British, Croatian, Polish, Filippino and Saudi nationals, are reported to be safe

U.S. Navy Fifth Fleet Cmdr. Jane Campbell said the super tanker weighs more than 300,000 metric tons and "is more than three times the size of a U.S. Navy aircraft carrier."

Oil industry insiders say a tanker of this size can carry up to 2 million barrels of oil, and the ship's operator, Dubai-based Vela International Marine Ltd, says it is fully laden.

A U.S. Navy spokesman said the tanker is approaching Eyl, Somalia, on the Indian Ocean coast. It is routine procedure for pirates to take hijacked ships to shore, where they will keep them while they discuss negotiations.

A multinational naval force including vessels from the U.S., the UK and Russia has been patrolling the Indian Ocean waters seas near the Gulf of Aden, which connects the Red Sea and the Arabian Sea, following a sharp increase in pirate attacks in the region.

"It was attacked more than 450 nautical offshore of Mombasa. This means that the pirates are now operating in an area of over 1.1 million square miles. This is a measure of the determination of the pirates and ... a measure of how lucrative piracy could become," Campbell said.

Campbell said the Navy does not expect to dispatch a vessel to aide the super tanker because it does not have dangerous weapons aboard like the MV Faina, a Ukrainian ship loaded with arms that was seized by pirates on September 25.

The UK Foreign Office confirmed two Britons were aboard and said it was seeking more information about the incident.

South Korean officials said on Sunday that armed gunmen hijacked a Japanese freighter and its 23-member crew off the coast of Somalia. The hijacking came as the Korean government was considering sending a warship to join those of other countries to combat piracy in the area.

A Russian patrol ship also thwarted an attack on a Saudi vessel.

Eleven vessels are currently being held by pirates hoping to secure ransoms for their release, according to The Associated Press. They include the MV Faina, which was hijacked along with 20 crew and a cargo of weapons and T-72 tanks.

Ninety percent of ships transiting the perilous seas are using a guarded corridor and there have been no hijackings inside the zone since it was set up on August 22, Danish Commodore Per Bigum Christensen told AP last week.

Around 20,000 oil tankers, freighters and merchant vessels pass along the crucial shipping route each year.

Our presence in the region is helping deter and disrupt criminal attacks off the Somali coast, but the situation with the Sirius Star clearly indicates the pirates' ability to adapt their tactics and methods of attack" said U.S. Vice Admiral Bill Gortney, commander of the Combined Maritime Forces.

"Piracy is an international crime that threatens global commerce. Shipping companies have to understand that naval forces can not be everywhere. Self protection measures are the best way to protect their vessels, their crews, and their cargo."
